William (Bill) Farneth is a registered professional engineer with inside knowledge of construction from the perspective of government agencies and private industry. His expert knowledge of each project phase – from both the management and operational levels – gives him an informed viewpoint on the full range of construction operations. He has special expertise in assisting clients with complex scheduling and conflict resolution, two areas in which he has found repeated success.


After graduating from Iowa State University with a B.S. in Civil Engineering in 1977, Mr. Farneth began his career as an Assistant Resident Construction Engineer administering state highway and bridge construction projects for the Iowa Department of Transportation. After receiving his Professional Engineer’s license in 1982, he took a position as a Civil Engineer with the U.S. Navy. For two years he provided engineering expertise and support during the construction of several new naval facilities at the Trident Submarine Base in Kings Bay, Georgia.

In 1984, Mr. Farneth joined Blake Construction Co., Inc., where he has worked as a Quality Control Engineer, Project Manager and Senior Project Manager on major construction projects in Georgia, California, Maryland and the District of Columbia. As Quality Control Engineer, he monitored contractor’s work for compliance with plans and specifications, inspection and testing of material, and preparation of documents and reports. As Project Manager and later as Senior Project Manager, he handled administration and scheduling, personnel supervision, communicating with owner’s representatives and change order preparation and negotiation for complex projects.

He has a varied list of completed projects while with Blake Construction Co., including Federal Correctional Institution in Cumberland, Maryland; the Price Center at the University of California, San Diego, California; the Alvarado Filtration Plant-Joint Lab Facility in San Diego; the Clinical Science Building-School of Medicine at the University of California, San Diego, the Radiographic Inspection Facility at the Trident Submarine Base in Kings Bay, Georgia; and the Columbia Heights Metro Station in Washington, D. C. In 2000, Mr. Farneth co-founded Capital Construction Consultants, Inc. (CCCI). At CCCI, Mr. Farneth is primarily involved in the preparation of baseline CPM schedules, schedule updating and delay analysis using CPM scheduling techniques. He is skilled in preparing complex schedules for multimillion-dollar projects using CPM scheduling programs including Oracle (formerly Primavera) P6. Typically these schedules accommodate rigorous government specifications, often through complex project phasing and extensive resource loading. Mr. Farneth is very familiar with the newest versions of scheduling software and has conducted training seminars in the use of P6 software.


Mr. Farneth has several clients who rely on him for their scheduling needs and has been involved in numerous projects nationwide providing CPM scheduling and delay analysis services.
